    "An Act relating to the preparation, electronic distribution, and                                                           
    posting of reports by state agencies; limiting the number of special                                                        
    assistants in the executive branch; changing the amount of the                                                              
    required employee contribution to health care premiums for                                                                  
    certain state employees; establishing an award for state employees                                                          
    who report or suggest certain efficiencies; relating to retirement                                                          
    incentives for members of the defined benefit plan of the                                                                   
    Teachers' Retirement System of Alaska and the defined benefit                                                               
    plan of the Public Employees' Retirement System of Alaska; and
